A belt bag worn at the waist and slung across the chest is the same product in two completely different load cases. At the waist the strap is under low tension and the buckle sits against the body; across the chest the buckle takes the full weight and the tri-glide slides under load. Most failures on these are hardware failures, and they happen on the carry the bag was not designed for.

Why does my belt bag slowly sag during the day?

Can one bag really work at the waist and across the chest?
Yes, provided it is built for the chest carry. The chest carry loads the buckle and adjuster far harder, and the back panel needs to sit against a different curve. A bag designed only as a waist pack and sold as convertible usually gapes at the zip and creeps at the strap when it is worn high. We build for the harder case, and the easier one comes free.
